  國(guo)務(wu)院總理溫(wen)家(jia)寶10日主持召開國(guo)務(wu)院常(chang)務(wu)會(hui)議,研究部署在城市優(you)先(xian)發展(zhan)公(gong)共(gong)(gong)交通(tong)。會(hui)議要求,拓寬投資(zi)渠道(dao),包括通(tong)過(guo)特許經營、戰略投資(zi)、信托投資(zi)、股(gu)權融資(zi)等多(duo)種形(xing)式,吸引和鼓(gu)勵(li)社會(hui)資(zi)金參(can)與公(gong)共(gong)(gong)交通(tong)基礎設(she)施建設(she)和運營。對此,專家(jia)指(zhi)出,發展(zhan)公(gong)共(gong)(gong)交通(tong),既有助(zhu)于(yu)穩定投資(zi),吸引民(min)資(zi),又有助(zhu)于(yu)解決(jue)居民(min)出行難的問題,可謂(wei)“一舉多(duo)得(de)”。

  國務(wu)院常務(wu)會議(yi)指出(chu)(chu)(chu),目前,我(wo)國城市公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通(tong)(tong)發展(zhan)(zhan)遠(yuan)(yuan)遠(yuan)(yuan)不能(neng)適應(ying)經(jing)濟社會發展(zhan)(zhan)和人民(min)群(qun)眾出(chu)(chu)(chu)行(xing)(xing)(xing)需(xu)要(yao),多數城市公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通(tong)(tong)出(chu)(chu)(chu)行(xing)(xing)(xing)比例偏低。為(wei)從根本上(shang)緩解交(jiao)(jiao)通(tong)(tong)擁堵、出(chu)(chu)(chu)行(xing)(xing)(xing)不便、環境(jing)污染等(deng)矛盾,必須樹立公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通(tong)(tong)優先(xian)發展(zhan)(zhan)理(li)念,將公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通(tong)(tong)放在城市交(jiao)(jiao)通(tong)(tong)發展(zhan)(zhan)的首要(yao)位置。要(yao)按照方便群(qun)眾、綜(zong)合銜接(jie)、綠色發展(zhan)(zhan)、因地制宜的原則,加快構建以公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通(tong)(tong)為(wei)主,由軌(gui)道(dao)交(jiao)(jiao)通(tong)(tong)網絡、公(gong)(gong)共(gong)(gong)汽車、有軌(gui)電車等(deng)組成的城市機動(dong)化出(chu)(chu)(chu)行(xing)(xing)(xing)系統,同時改善步行(xing)(xing)(xing)、自行(xing)(xing)(xing)車出(chu)(chu)(chu)行(xing)(xing)(xing)條(tiao)件。

  企業喜迎“及時雨”

  “十(shi)二五”期間,對(dui)城市(shi)公共(gong)交通(tong)企(qi)業實行(xing)稅收優惠(hui)(hui)政策,落實對(dui)城市(shi)公共(gong)交通(tong)行(xing)業的成品油(you)價格補貼政策,對(dui)城市(shi)軌道交通(tong)運營企(qi)業實行(xing)電價優惠(hui)(hui)。

  國(guo)務(wu)(wu)院總理溫家寶10日(ri)主持召開國(guo)務(wu)(wu)院常務(wu)(wu)會議,研究部(bu)署在城(cheng)市優先發(fa)展公共(gong)交通(tong)。會議將加(jia)大(da)政(zheng)府投入明確(que)為優先發(fa)展公共(gong)交通(tong)的八大(da)重點任務(wu)(wu)之一。

  會議(yi)提出(chu),城(cheng)市政(zheng)府(fu)要(yao)將公(gong)(gong)共(gong)交通(tong)發展資金納入公(gong)(gong)共(gong)財(cai)政(zheng)體系。“十(shi)二五”期間,對城(cheng)市公(gong)(gong)共(gong)交通(tong)企(qi)業實行稅收優惠政(zheng)策(ce),落實對城(cheng)市公(gong)(gong)共(gong)交通(tong)行業的成品油(you)價格補(bu)貼(tie)政(zheng)策(ce),對城(cheng)市軌道(dao)交通(tong)運營(ying)企(qi)業實行電價優惠。

  對于普(pu)遍(bian)虧(kui)損的(de)公(gong)交企(qi)業來(lai)說,這些措(cuo)施可謂(wei)“及時雨”。以北(bei)京公(gong)交為(wei)例(li),“公(gong)交車運營(ying)一趟人均收費(fei)需要至(zhi)少要在1.6元以上才能保本。目前,大(da)部(bu)分城(cheng)市(shi)(shi)的(de)公(gong)交車都(dou)是(shi)1元起步,而人工費(fei)、購車費(fei)、油價等(deng)都(dou)在上漲。但在北(bei)京、深(shen)圳、西安等(deng)城(cheng)市(shi)(shi),公(gong)交票價不(bu)僅不(bu)漲,而且(qie)還實(shi)行刷卡(ka)優惠,虧(kui)損的(de)現象比較普(pu)遍(bian)。”

  此外,公交企(qi)業還承擔了一些(xie)公益性(xing)任(ren)務,例如(ru)重大(da)國際(ji)賽事(shi)期間持票免費(fei)坐公交車,為特定人(ren)群免票等(deng),這些(xie)指令性(xing)任(ren)務,也在一定程度(du)上加(jia)大(da)了企(qi)業負擔。

  交通(tong)運輸部科學研究院城市交通(tong)研究中心副主任吳(wu)洪洋認為,公(gong)(gong)交系統只有(you)有(you)了資金才(cai)能(neng)提高(gao)服務(wu)水平,市民才(cai)愿意選擇公(gong)(gong)交出(chu)行(xing)。因此,迫切(qie)需要加大(da)對公(gong)(gong)交系統的投入(ru)與補(bu)貼。

  記者了解到,在(zai)(zai)這一思(si)路引導下,財政部、國家稅(shui)(shui)務總(zong)局等主管(guan)部門已經出臺相關(guan)措(cuo)施。不久前,城市(shi)公(gong)交購置(zhi)(zhi)(zhi)公(gong)共汽電(dian)(dian)車(che)(che)(che)的相關(guan)稅(shui)(shui)收優(you)惠(hui)文件下發,城市(shi)公(gong)交企業自2012年1月1日到2015年12月31日期間購置(zhi)(zhi)(zhi)的公(gong)共汽電(dian)(dian)車(che)(che)(che)將免征(zheng)車(che)(che)(che)輛(liang)購置(zhi)(zhi)(zhi)稅(shui)(shui)。此外,相關(guan)部門還(huan)在(zai)(zai)研究(jiu),未來在(zai)(zai)免征(zheng)公(gong)交企業新購置(zhi)(zhi)(zhi)公(gong)共汽電(dian)(dian)車(che)(che)(che)的車(che)(che)(che)輛(liang)購置(zhi)(zhi)(zhi)稅(shui)(shui)基礎上,進一步減征(zheng)或免征(zheng)公(gong)共交通車(che)(che)(che)輛(liang)的車(che)(che)(che)船稅(shui)(shui),以降低公(gong)交企業運營成本,支持相關(guan)企業可持續(xu)發展。

  專家認為,隨著財(cai)政支持力度的(de)加大,除了公交運營企業直接(jie)受益之(zhi)外,客車制造企業也將受益。

  10日(ri)召開的國(guo)務院常務會議,研(yan)究(jiu)部(bu)署在城市優先發展(zhan)公共交(jiao)(jiao)通。業內人士認為(wei),未來一段時(shi)間,作為(wei)城市公共交(jiao)(jiao)通重要組(zu)成部(bu)分(fen)的城市軌(gui)道交(jiao)(jiao)通有望迎來快速發展(zhan)。

  今年9月初,國家發(fa)改(gai)委網(wang)站曾公布(bu)全國多個(ge)城(cheng)市(shi)(shi)的軌道交(jiao)通(tong)建(jian)設(she)規(gui)劃獲批(pi)(pi)的消息,城(cheng)市(shi)(shi)軌道交(jiao)通(tong)建(jian)設(she)出現提速(su)跡象。當時(shi),發(fa)改(gai)委曾在一天內公布(bu)了石家莊市(shi)(shi)、太原市(shi)(shi)、蘭州(zhou)(zhou)市(shi)(shi)、廣(guang)州(zhou)(zhou)市(shi)(shi)、沈陽市(shi)(shi)、廈門市(shi)(shi)、常州(zhou)(zhou)市(shi)(shi)等(deng)7個(ge)城(cheng)市(shi)(shi)的近期(qi)軌交(jiao)建(jian)設(she)規(gui)劃獲批(pi)(pi)消息,哈爾濱、上(shang)海等(deng)城(cheng)市(shi)(shi)的近期(qi)建(jian)設(she)規(gui)劃調整方案獲得批(pi)(pi)準(zhun),另外(wai)還有(you)江蘇(su)省沿江城(cheng)市(shi)(shi)群城(cheng)際軌交(jiao)網(wang)、內蒙古呼(hu)包鄂(e)地區城(cheng)際鐵(tie)路(lu)(lu)規(gui)劃等(deng)區域軌交(jiao)鐵(tie)路(lu)(lu)規(gui)劃獲批(pi)(pi)。

  記者(zhe)注意到(dao),在(zai)穩增長的背景下,保(bao)(bao)證(zheng)重點項目投資(zi)仍是主(zhu)(zhu)要舉措。在(zai)7月(yue)份印發的《“十(shi)二(er)五”綜(zong)合交通(tong)(tong)運(yun)(yun)輸(shu)體(ti)系(xi)規劃(hua)》中(zhong),多項運(yun)(yun)輸(shu)指標年均增長率(lv)均保(bao)(bao)持(chi)在(zai)7.5%以上。規劃(hua)還(huan)提出,為(wei)適應(ying)(ying)城(cheng)市群發展需要,應(ying)(ying)以軌道交通(tong)(tong)和高速(su)公(gong)路為(wei)骨(gu)干(gan),建(jian)設城(cheng)際(ji)快速(su)網(wang)(wang)絡。具體(ti)包括:建(jian)設京津冀、長江三(san)角洲(zhou)、珠(zhu)江三(san)角洲(zhou)三(san)大城(cheng)市群以軌道交通(tong)(tong)為(wei)主(zhu)(zhu)的城(cheng)際(ji)交通(tong)(tong)網(wang)(wang)絡,并推進重點開(kai)發區域城(cheng)市群的城(cheng)際(ji)干(gan)線建(jian)設,構(gou)建(jian)都(dou)市交通(tong)(tong)圈(quan)。

  8月(yue)份(fen)發(fa)布(bu)的(de)《北(bei)京市“十二五(wu)”時(shi)期交通(tong)發(fa)展(zhan)建設規(gui)(gui)(gui)劃》也提出,大力發(fa)展(zhan)軌道交通(tong),確立軌道交通(tong)在城市公共客運系統(tong)中的(de)骨干地位。規(gui)(gui)(gui)劃提出,2015年北(bei)京全市軌道交通(tong)線網(wang)運行總里程(cheng)達到660公里,為此要(yao)加快軌道交通(tong)新線建設,擴(kuo)大線網(wang)規(gui)(gui)(gui)模(mo),增加中心城線網(wang)密度。

  國家(jia)發改委基(ji)礎產業司司長黃民曾透(tou)露,全(quan)國有28個(ge)城(cheng)市(shi)(shi)有城(cheng)市(shi)(shi)軌道(dao)交(jiao)(jiao)通(tong)運營或在(zai)(zai)建,其中(zhong)12個(ge)城(cheng)市(shi)(shi)已(yi)有城(cheng)市(shi)(shi)軌道(dao)交(jiao)(jiao)通(tong)運營線路(lu),預計到(dao)今年(nian)年(nian)底擁有運營線路(lu)達(da)(da)1600公里(li),比(bi)去年(nian)增加200多公里(li)。在(zai)(zai)建城(cheng)市(shi)(shi)軌道(dao)交(jiao)(jiao)通(tong)線路(lu)約1400公里(li),預計“十(shi)二五”末(mo),28個(ge)城(cheng)市(shi)(shi)將(jiang)擁有3000公里(li)運營線路(lu)。而中(zhong)國城(cheng)市(shi)(shi)軌道(dao)交(jiao)(jiao)通(tong)協會相關專家(jia)指(zhi)出,到(dao)2015年(nian),全(quan)國城(cheng)市(shi)(shi)規劃交(jiao)(jiao)通(tong)總投(tou)資將(jiang)達(da)(da)1.2萬億(yi)元。到(dao)2020年(nian),將(jiang)有40個(ge)城(cheng)市(shi)(shi)建設地鐵,總規劃里(li)程達(da)(da)7000公里(li),是目前總里(li)程的4.3倍(bei)。

  專家指出(chu),城市軌道交通(tong)建設(she)項目,不僅可以帶動固定資產(chan)投資,還會促進我國城市軌道交通(tong)車輛等先(xian)進技術裝備產(chan)業的(de)發展。
